The person’s belongings and house need to be sold and that money is used to pay the burial costs. If the person has not belongings or house then they get a very cheap burial with no funeral by the state usually.
It becomes the government’s responsibility to dispose of their final remains. This is usually done the least expensive way. Sometimes the body is buried, more often cremated. The State used to spend $600 to do this. I don’t know what the amount is now.

The deceased is buried in Potter’s Field with criminals, unidentified persons, and people with no insurance

It becomes the city,state, or county’s responsibility to bury them or they get creme aided.
